Mr. Nemes Victor Massawe holds a Master of Business Administration from the Open University of Tanzania, a Post Graduate Diploma in Power Distribution Systems from the Norwegian University of Science and Technology (NTNU) and a Bachelor of Science in Electrical Engineering from the University of Dar es Salaam. Additionally, Mr. Massawe received training on matters related to Private Public Partnerships (PPP) from the Institute of IP3 in Washington DC and energy and utilities regulation from the University of Florida – PURC/World Bank International Program. Mr. Massawe attended several other international and local short courses in energy and utility regulation.

Mr. Massawe is registered by the Engineers Registration Board of Tanzania (ERB) as a professional engineer.

Mr. Massawe has twenty years of experience in electricity utility operations, having worked with the national power company in Tanzania (TANESCO) in various position from 1994 to 2014. In addition, Mr. Massawe has ten years’ experience in regulatory matters, having worked with EWURA as the Manager in the Electricity Division from 2014 to 2024.

Mr. Massawe retired from public service in 2024, and he is now committed in imparting the knowledge and experience he has to the younger generation.
