Regulatory governance is the backbone of effective regulation in the energy, water, and utilities sectors. It focuses on institutional design, accountability, transparency, and stakeholder engagement — ensuring regulators are credible, efficient and independent. This training program is designed to empower stakeholders across Government, and private sector with the knowledge and skills on matters related to principles and practices of good regulatory governance.

  1. Edwin Kidiffu

Edwin Kidiffu

Mr. Edwin Kidiffu holds a Master of Laws (LL.M.) degree from the University of Dar es Salaam. He has attended specialized training programs on the regulation of electrical and water utilities, as well as on the drafting and negotiation of power purchase agreements. Additionally, he has received training in compliance monitoring and evaluation of public-private partnership (PPP) projects. He possesses extensive experience in legal, energy, and regulatory matters. He is widely recognized for his expertise in compliance monitoring and evaluation of PPP projects, and he is also an authority on issues related to money laundering.

Mr. Kidiffu started his professional journey as a Legal Trainee at the Secretariat of the East African Community in Arusha, where he served for six months. He was later engaged as a Tutorial Assistant at the Institute of Social Work for two years. During this period, he also worked as a part-time lecturer at the Institute of Finance Management. From 2004 to 2007, Mr. Kidiffu served as Legal Counsel at M.A. Ismail & Co. Advocates. He then joined the Energy and Water Utilities Regulatory Authority (EWURA), where he worked for 14 years (2007–2021) as the Manager of Legal Services. From 2021 to 2023, he held the position of the Regulatory Compliance Manager at the East African Crude Oil Pipeline (EACOP) Project. In 2023, Mr. Kidiffu joined the Tanzania Petroleum Development Corporation as the Principal Legal Counsel, a role he held until 2024. He currently serves as the Head of the Legal Services Unit at the Cooperative Audit and Supervision Corporation (COASCO).

Membership to Associations: Mr. Kidiffu is a member of both the Tanganyika Law Society and the East African Law Society.

  • Eng. Nemes Victor Massawe                                   

Nemes Massawe

Eng. Nemes Victor Massawe holds a Master of Business Administration from the Open University of Tanzania, a Post Graduate Diploma in Power Distribution Systems from the Norwegian University of Science and Technology (NTNU) and a Bachelor of Science in Electrical Engineering from the University of Dar es Salaam. Additionally, Mr. Massawe received training on matters related to Private Public Partnerships (PPP) from the Institute of IP3 in Washington DC and energy and utilities regulation from the University of Florida – PURC/World Bank International Program. Mr. Massawe attended several other international and local short courses in energy and utility regulation.

Mr. Massawe is registered by the Engineers Registration Board of Tanzania (ERB) as a professional engineer. Mr. Massawe has twenty years of experience in electricity utility operations, having worked with the national power company in Tanzania (TANESCO) in various position from 1994 to 2014. In addition, Mr. Massawe has ten years’ experience in regulatory matters, having worked with EWURA as the Manager in the Electricity Division from 2014 to 2024. Mr. Massawe retired from public service in 2024, and he is now committed in imparting the knowledge and experience he has to the younger generation. In line with this commitment, Mr. Massawe has participated as a facilitator in several courses conducted by Energy Regulatory Centre of Excellence (ERCE) organized by Energy Regulators Association of East Africa (EREA).
